Human Capital and Training Solutions (HCaTS) Contract

The Human Capital and Training Solutions (HCaTS) contracts are the result of a partnership between the Office of Personnel Management (OPM) and the General Services Administration (GSA). These best-in-class contracts are strategically sourced indefinite-delivery/indefinite-quantity (IDIQ), government-wide vehicles that provide human capital solutions and customized training services to all federal agencies, civilian agencies, and the United States Department of Defense. The HCaTS contract provides a reliable, flexible, fast, and efficient way to obtain best-value, customized solutions for human capital management and training. The HCaTS contract includes three key service areas (KSAs):

1. Customized Training and Development Services
2. Customized Human Capital Strategy Services
3. Customized Organizational Performance Improvement
